Abstract

India's security rests on a 15,106.7 km land border with seven neighbours, eighteen border States and Union Territories, a coastline revised in 2025 to 11,098.81 km, and a 2.37 million sq km Exclusive Economic Zone. This monograph brings together terrain, the forces that guard each frontier, and the challenges that define border security today.

The land frontier

The seven land borders, their guarding forces and the eighteen border States and UTs are mapped in the Borders observatory, which this paper draws on.

Maritime frontiers and island bastions

  • Andaman & Nicobar Command, Port Blair: the joint command covering the Six Degree Channel and the northern approach to Malacca.
  • INS Jatayu, Minicoy: extends reach over the Nine Degree Channel and tanker routes.
  • Coastal surveillance network: 46 static radar stations and 38 mobile units, with vessel traffic management and Coast Guard patrols.

Five defining challenges

  • Infiltration and proxy terrorism through fence gaps, nullahs and tunnels; answered with upgraded sensors, thermal imagers and automated towers.
  • Demographic shifts and unmonitored migration in West Bengal, Assam and northern Bihar.
  • Rogue drones dropping narcotics and weapons into Punjab, Jammu and Rajasthan; answered with layered counter-UAS.
  • Infrastructure and the Vibrant Villages Programme, treating border residents as the first line of defence.
  • Civilisational and cultural geography: borders as a historic cultural perimeter that needs public awareness alongside hardware.

What the record shows

Official record: President Droupadi Murmu, Supreme Commander of the Armed Forces, witnessed fleet operations onboard INS Vikrant off Goa, including deck-launched MiG-29K sorties and P-8I flypasts.

Defence Observer synthesis: Operating Vikrant with a full battle group supports the Navy's two-carrier doctrine across the Arabian Sea and the Bay of Bengal.

Official record: Exercise Poorvi Prahar in the Eastern Theatre combined IAF fighters, Chinook and Prachand helicopters, Navy P-8I aircraft, swarm drones and M777 howitzers under a common operating picture.

Defence Observer synthesis: Cross-domain sensor fusion is already practised along the eastern LAC ahead of formal theatre commands.

Official record: Sea Vigil, a two-day nationwide coastal defence exercise coordinated by the Navy, began on 20 November 2024.

Defence Observer synthesis: Coastal security depends on coordination between the Navy, Coast Guard, state police, ports and offshore operators, which the exercise tests end to end.

Recommendations

  • Integrate the northern and maritime commands into theatre commands.
  • Complete comprehensive integrated border management across riverine and jungle sectors.
  • Expand domestic manufacture of drones, night-vision optics and communications.
  • Empower border communities as partners in security.
